What the analysis gives you
A certificate either supports a decision or it does not. The report says which, and shows its working either way.

Refusals, not guesses
Where the certificate does not carry enough evidence to reach a conclusion, the report says so and names what is missing. A confident wrong answer is worse than no answer.
